Charges<\/a>, ou <b>CSC<\/b>, est l\u2019un des documents clefs du <b>Dossier de Soumission<\/b>. Le <b>CSC <\/b>est g\u00e9n\u00e9ralement accompagn\u00e9 d\u2019un <b>m\u00e9tr\u00e9 <\/b>ou <b>m\u00e9tr\u00e9 estimatif<\/b>. Il est demand\u00e9 dans le cadre d\u2019un projet pour le <b>march\u00e9 public belge<\/b> (wallon), mais peut \u00e9galement l\u2019\u00eatre pour des <b>projets priv\u00e9s.<\/b> De plus, il est \u00e9tabli pour tous types de projets : <b>b\u00e2timents tertiaires<\/b>, \u00e9tablissement recevant du public, <b>logement collectif<\/b>, <b>maison unifamiliale<\/b>, aussi bien en construction neuve qu\u2019en <b>r\u00e9novation <\/b>ou <b>r\u00e9habilitation<\/b>. En effet celle-ci pr\u00e9cise les modalit\u00e9s du march\u00e9, les prix, d\u00e9lais de r\u00e9ponse\u2026 Enfin, la\u00a0<b>partie contractuelle<\/b>, vient compl\u00e9ter ce premier paragraphe.\u00a0<\/p><p>Tout d\u2019abords, l\u2019objectif de cette partie du <b>CSC <\/b>est d\u2019\u00e9tablir un <b>cadre juridique<\/b> au projet. En effet, le <b>Cahier Sp\u00e9cial des Charges<\/b>, se doit d\u2019\u00eatre sign\u00e9 par l\u2019ensemble des parties prenantes du projet. Contrairement au <b>m\u00e9tr\u00e9<\/b>, ou <b>m\u00e9tr\u00e9 quantitatif<\/b>, le CSC dispose d\u2019une valeur l\u00e9gale.
